With a $10 billion program ceiling and a five-year base period (with one five-year option), STARS II allows for the long-term planning of large-scale IT program requirements with proven 8(a) small businesses.

8(a) STARS III, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements.

8(a) Direct Buy

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified businesses. This program enables SBA to assist small disadvantaged firms to develop their businesses. The SBA has signed Memorandums of Understanding (MOUs) with Federal Agencies allowing them to contract directly with certified 8(a) firms. Participants can receive sole source contracts, up to a ceiling of $4 million for goods and services. Xfinion’s SBA 8(a) and Small Disadvantaged Business (SDB) certification is valid through April 2024.

You can award a sole-source 8(a) contract if:

You determine that the qualified small business is responsible

The resulting contract can be awarded at a fair market price

The government estimate doesn’t exceed $7 million for manufacturing requirements or $4 million for all other requirements (There's an exception to this rule for entity-owned businesses)

Simple steps to establish 8(a) direct buy contract with Xfinion:

Develop statement of work and cost estimate.

Submit a procurement request to the agency contracting officer identifying Xfinion as the contractor.

Agency contracting officer communicates to SBA and requests a proposal from Xfinion.

Xfinion submits the proposal which is evaluated and negotiated (if necessary) by the agency.

The contract is awarded to Xfinion.
